Dubai announces new rules for renting out jet skis, watercraft

The Dubai Maritime Authority (DMA) has put out new regulations and requirements for companies and individuals who are renting jet skis and watercraft used in water sports.

As per the Circular No. 13 of the Year 2023 which was released on the 11th of May, the authority made it mandatory for all companies renting jet skis and watercraft to mount tracking and remote-control systems. This new directive came into full effect on the 1st of May, 2023.

All companies are expected to comply with the new regulations before the 31st of October, 2023

It was also stipulated that the trainers must have a certificate for the use of personal watercraft, which will be released by DMA. In addition to that, Jet Skis must be operated strictly following the speed zones instructed.

The authorities have instructed that all companies must work under the new regulations before October 31, 2023, to avoid fines. On the occasion of failure to comply with the new regulations within the deadline stipulated, the authority shall take all necessary action according to the penalties and fines.

The Vice President, Prime Minister of the UAE, and Emir of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum issued the Law No. 3 of 2023 on the Dubai Maritime Authority, where it was provided that the DMA will bring forth new regulations that will aid in reinforcing the field and also aid in working as per the global standards.

Sheikh Saeed bin Ahmed bin Khalifa Al Maktoum, the executive director of Dubai Maritime Authority said that as custodians of the maritime sector of the emirates, they are eager to work towards the progress and development and improve their partnership with the private sector.

Previously, DMA had issued Directive No. 1 of 2023 on the transparency of local sea container charges in Dubai, which stipulated that all service providers declare their local sea container charges to the DMA, using the secure Dubai Trade Single Window Portal.

All the service providers refrained from expanding their existing sea container charges under any circumstances. A service provider can only increase its sea container charges only to reflect new or increased authority, port operator, or government charges. And this increase is stipulated under the condition that such an increase does not include any charges or amounts for their account.
